Parking Citations
Payment Options
Payments for parking citations can be made in person with cash, check, or money order at the Police Department parking lobby, or online using a Credit/Visa check card at Pticket.com. Payments can also be made by phone by calling 1-888-757-1727, or by mail to Fresno State Traffic Operations, PO Box 2081, Tustin, CA 92781-2081.
Payment Plans
In accordance with California Vehicle Code and CSU Systemwide policy, payment plans are available for those with multiple unpaid citations or an outstanding balance of at least $200. For more information on payment plans or contact Traffic Operations at 559.278.2950.
Citation Appeal Process
Individuals who have received a parking citation have the right to appeal the citation under a three-step process outlined by the California Vehicle Code Section 40215.
Level 1 – Administrative Review
Fresno State is required to perform an Administrative Review of a contested parking citation if the appeal is made and turned in within 21 calendar days of the issuance of the citation. Citations may be appealed online at www.pticket.com/fresnostate or in person at the Police Department parking lobby located at 2311 E. Barstow Avenue, Fresno, CA 93740. Results of the appeal will be sent to the registered owner of the vehicle at the address on file at the Department of Motor Vehicles.
Level 2 – Administrative Review
Within 21 calendar days following the decision to uphold a citation, a parking violation appellant may request an administrative hearing in person or in writing. The appellant must first pay the citation then follow the directions listed on the level 1 administrative review liable notice. Hearings can also be scheduled by contacting Fresno State Traffic Operations at 559-278-2950, or by written request to Traffic Operations, 2311 E. Barstow Avenue, Fresno CA 93740. If it is determined by the hearing examiner that the citation be dismissed, a full refund will be issued by mail. If an appellant is unable to pay the full amount of the parking penalty, the appellant may apply for an Administrative Hearing under indigent status by completing a Waiver of Penalty Deposit application. If the request for indigent status is approved, a hearing in person or hearing by written declaration will be scheduled. If the request for indigent status is denied, the full amount of the parking penalty must be paid in order for an Administrative Hearing to be scheduled.
Level 3 - Superior Court Hearing
If an appellant is not satisfied with the results of the Level 2 Appeal Hearing, the case can be appealed (in person) to the Fresno County Superior Court within 30 calendar days from the mailing of the Level 2 Appeal Hearing liable notice. The court charges a filing fee to process an appeal. Should the court rule in favor of the appellant, Fresno State will be required to refund all court filing fees in addition to any parking penalties the court may dismiss.
