Payment Options
Payments for parking citations can be made online at https://fresnostate.citationportal.com, by mail to the Fresno State Enforcement Solution Center at P.O. Box 610188, San Jose, CA 95161, or in person at the Fresno State Police Department parking lobby, located at 2311 E. Barstow Avenue, Fresno, CA 93740, using cash, check, or money order..
Payment Plans
In accordance with California Vehicle Code and CSU Systemwide policy, payment plans are available for those with multiple unpaid citations or an outstanding balance of at least $200. For more information on payment plans or contact Traffic Operations at 559.278.2950.
Citation Appeal Process
Individuals who have received a parking citation have the right to appeal the citation under a three-step process outlined by the California Vehicle Code Section 40215.
Level 1 – Administrative Review
Fresno State conducts an Administrative Review for contested parking citations if appealed within 21 calendar days of issuance. Appeals can be submitted online at https://fresnostate.citationportal.com or in person at the Fresno State Police Department parking lobby, located at 2311 E. Barstow Avenue, Fresno, CA 93740. Appeal results will be sent to the vehicle's registered owner at the address on file with the DMV.
Level 2 – Administrative Review
An appellant has 21 calendar days after a citation decision is upheld to request an administrative hearing, either in person or in writing. The citation must be paid first, following instructions on the Level 1 administrative review notice. Hearings can be scheduled by calling Fresno State Traffic Operations at 559-278-2950 or sending a written request to Traffic Operations, 2311 E. Barstow Avenue, Fresno, CA 93740. If the hearing examiner dismisses the citation, a full refund will be issued by mail.
Appellants unable to pay the full penalty may apply for indigent status by completing a Waiver of Penalty Deposit application. If approved, a hearing will be scheduled. If denied, the full penalty must be paid to proceed with the hearing.
Level 3 - Superior Court Hearing
If an appellant is dissatisfied with the outcome of a Level 2 Appeal Hearing, they may file an appeal with the Fresno County Superior Court within 30 calendar days of the mailing date of the Level 2 Appeal Hearing decision. The court requires a filing fee to process the appeal. If the court rules in favor of the appellant, Fresno State will refund the court filing fees and any dismissed parking penalties.
