University Ordinances

All vehicles parked on the Fresno State Campus must comply with sections 42200 and 42201 of Title 5, Article 7 of the California Code of Regulations for payment of parking fees by clearly displaying a valid parking permit or by having a registered license plate on file with the Fresno State Police Department. In accordance with section 21113 of the California Vehicle Code, the following ordinances as well as other provisions of the California Vehicle Code will be enforced on this campus by the Fresno State Police Department.

Ordinance Ordinance Definition/Description
Ordinance 1. All vehicles parked on the Fresno State Campus must display a valid parking permit or have a registered license plate on file with the Fresno State Police Department. Vehicles must be parked only in areas designated for that permit and in compliance with parking area signage. Decal permits must be affixed to the lower portion of the driver's side front windshield. All other permits must be displayed on the rear view mirror or dashboard of the vehicle with all numbers and dates completely visible. Two-wheeled motor driven vehicles and motorcycles shall park only in designated areas. Motorcycle permits must be displayed on the rear fender or have a registered license plate on file with the Fresno State Police Department.
Ordinance 1a. Parking is specifically prohibited in disabled parking spaces unless a Department of Motor Vehicles disabled permit, placard or license plate is displayed.
Ordinance 1b. Except for the purpose of transporting a disabled person, a person shall not display a disabled placard that was not issued to him/her or that has been canceled or revoked.
Ordinance 2. Parking is specifically prohibited at all times in the areas listed below:
Ordinance 2a. In any zone marked with a red curb.
Ordinance 2b. In a posted reserved parking space without a valid reserved parking permit or authorization from the Fresno State Police Department.
Ordinance 2c. In any zone marked with a white curb for longer than the posted time limit.
Ordinance 2d. Within 15 feet of a fire hydrant.
Ordinance 2e. On the road side of any vehicle parked at the curb edge of any roadway. (Double Parking)
Ordinance 2f. Students, faculty and staff shall not park in a temporary visitor area designated and posted by the Fresno State Police Department.
Ordinance 2g. On or along any road or place that will impede or block the movement of any vehicle, farm machinery or equipment in an agricultural area.
Ordinance 3. Vehicles parked on campus must comply with the following regulations:
Ordinance 3a. Vehicles must be completely contained in parking spaces.
Ordinance 3b. Diagonally and perpendicularly parked vehicles must have one front wheel within 18 inches of the curb.
Ordinance 3c.  Diagonally parked vehicles must be parked facing into parking spaces
Ordinance 3d. Parking along roadways and areas not otherwise marked must be parallel with and facing the direction of traffic.
Ordinance 3e. Both inside wheels of parallel-parked vehicles must be within 18 inches of the curb.
 Ordinance 4. It shall be unlawful to fail to obey any sign erected or posted to designate a "No Parking Area."
Ordinance 5. No person shall drive, ride, stop, park or leave standing any vehicle, bicycle, animal or other mode of transportation, whether attended or unattended, upon the driveways, sidewalks, landscape areas, in buildings or areas not improved, paved or marked for parking.
Ordinance 5a. No person shall drive, ride, stop, park or leave standing any vehicle, bicycle, animal or other mode of transportation, whether attended or unattended, upon any location that will impede, block, interrupt or alter the normal flow of vehicular or pedestrian traffic, except by special permit issued by the Fresno State Police Department.
Ordinance 6. It shall be unlawful to park any vehicle in any parking space on which an altered, substituted, or unauthorized parking permit or decal is displayed.
Ordinance 7. Vehicles parked in Electric Vehicle Charging Station spaces must comply with the following regulations at all times.
Ordinance 7a. A valid Fresno State parking permit must be displayed.
Ordinance 7b. Vehicle park time shall not exceed the posted time limit.
Ordinance 7c. Vehicles must be parked in the specific space assigned to each charging station.
Ordinance 7d. Vehicles must be plugged in and actively charging.
 Ordinance 8. No person shall park any vehicle in any parking meter space without depositing the appropriate payment in the meter adjacent to each space.
Ordinance 8a. No person shall deposit or cause to be deposited in any parking meter any defaced or bent coin, slug device or metallic substitute for a coin of the United States.
