Guidelines for classifying and paying Special Consultants And Independent Contractors/Guest Lecturers

The purpose of these guidelines is to assist the hiring department in determining how to classify and pay Special Consultants and Independent Contractors/Guest Lecturers while complying with State and Federal laws, CSU policies, and Collective Bargaining Agreements. The following are two methods in which to pay individuals who perform services for the University.

  • A temporary employee through the Special Consultant process
  • An Independent Contractor/Guest Lecturer through the procurement process or direct pay depending on dollar amount.

This applies to all individuals who are paid to provide personal services to the University. This includes all current staff, faculty, administrators, and students as well as individuals not currently employed by the University.

Human Resources is responsible for appointing and paying individuals as employees in CSU standard classifications including the Special Consultant classification.

Procurement Services is responsible for the payment of individuals as Independent Contractors/Guest Lecturers. Guest Lecturers less than $5,000 maybe handled through the Direct Pay Process.
